This was so common there is a socioeconomic label for it called “drained pool politics” in which it’s argued that removing a public good out of fear of some then contributes to a loss of that good for everyone.

This is called "drained pool politics" There used to be a lot of neighborhood pools. When they told cities they had to integrate public services they either created private pools or closed them.
